Memory: `soma_remember` — store a fact, `soma_recall` — search by meaning,
`soma_cold_put` / `soma_cold_get` — large artifacts by sha256.

Obligations: `soma_send` — promise work (goal, task, recipient, token budget,
mandate, price), `soma_inbox` — what waits for the agent, `soma_claim` — take it
exclusively, `soma_complete` — close with a signed receipt, `soma_route` — pick an
executor by capability and price, `soma_verify` — check a signature offline,
`soma_stats` — node state.
